ECB's Rehn: Not very convinced of effectiveness of tiered interest rates

Further comments out from the European Central Bank (ECB) Governing Council member Olli Rehn, as he now says that he is not very not very convinced of effectiveness of tiered interest rates.

Earlier today, he said that the investors may be doubting effectiveness of central bank's policy.
